ADVOCACY POLICY

BOMA Indiana serves all counties in the state.  In considering its positions, BOMA Indiana knows that not all our members may agree on specific legislation.  Likewise, BOMA Indiana recognizes that while a proposed bill may appear to be something that BOMA Indiana should take a position based on our policy, there is often more to the legislation than can be garnered on first read.  Therefore, BOMA Indiana commits itself to the meticulous study of all proposed legislation and seeks the advice of the Advocacy Committee and Board of Directors before declaring its position.  BOMA Indiana promotes the practice of commercial real estate ownership and management.  For this reason, while we may concentrate our efforts on legislation proposed by the Indiana General Assembly, we also consider the needs of our members at the local level.

SUPPORT

BOMA Indiana supports legislation that meets the following criteria:
  • Any legislation that supports the mission and vision of BOMA Indiana
  • State legislation that promotes economic and workforce development
  • State legislation that promotes the funding and enhancing of Indiana’s transportation network and infrastructure, including (but not limited to) highways, rail, air, and waterways
  • Energy-Efficient Commercial Buildings Tax Incentives
  • Local Laws that mirror those supported by BOMA International

OPPOSE

BOMA Indiana opposes legislation that meets the following criteria:
  • Legislation that increases the property tax burden on property zoned or designated for commercial, industrial, or medical use; property from which the owner derives income; and on businesses in general
  • Legislation (state or local) that increases the regulatory burden on businesses or commercial, industrial, or medical office property
  • Local zoning or development ordinances that discourage the development of property for commercial, industrial, or medical office purposes if said purposes are the highest and best use of the property
  • Legislation that encourages retroactive tax policies
  • Legislation that allows for taxes on services
  • Local Laws that mirror those opposed by BOMA International

NEUTRAL

BOMA Indiana takes a neutral position on legislation that does not directly or indirectly affect commercial real estate.
